This message is intended to notify you that new Underground Storage Tank (UST) regulations have been adopted in Connecticut, effective May 7, 2025. The Final Approved Regulation can be found on the State E-regulation Portal using the hyperlink below: eRegulations – Regulation Making Record For Tracking Number PR2023-056. All stakeholders, including owners and operators, installers, manufacturers, consultants, etc., should familiarize themselves with the new UST requirements. DEEP has updated its website with the new regulations and additional guidance, including new fillable forms, to aid compliance with the new UST regulations. DEEP has authority to compel compliance with the new requirements.

This message is also intended to alert owners/operators of new release detection requirements, in particular, that go into effect on August 5, 2025. ALL owners/operators that are in the process of replacing their aging UST systems with new UST systems must comply with the following release detection requirements:

  • Any state or federally regulated USTs installed on or after August 5, 2025, must be double-walled and use continuous interstitial monitoring of the inner and outer walls with a technology such as inert gas, liquid or a vacuum (e.g. brine system).
  • Double-walled USTs installed before October 1, 2003, have two years (May 7, 2027) to upgrade release detection to monitor the interstitial space between the walls (dry space) or use continuous interstitial monitoring of the inner and outer walls with a technology such as inert gas, liquid or a vacuum (e.g. brine system).

For more information, including new UST life expectancy requirements for various UST systems, please visit DEEP’s UST website at Underground Storage Tanks.
